PUBLIC SERVICE HEALTH CARE PLAN (PSHCP)
Level III Comprehensive Coverage
Upon arrival in Europe, CF members with eligible dependants must ensure they apply for Level III Comprehensive Coverage, which should be completed during your in-routine by the MPSS/Unit Orderly Room prior to arrival. Level III coverage is mandatory for all eligible dependants at an OUTCAN posting. Some may have done the application form before leaving Canada. You can verify you have the proper coverage if your pay statement PSHCP deduction is $4.01/month Cdn.
You should also receive a new PSHCP card stating you have Level III coverage and providing emergency contact numbers. Also ensure you review the definition of an eligible dependant to ensure your family members are covered under this health care plan while residing at your post. Those members who already may have had Level III coverage while in Canada must still complete the form and advise PSHCP of change of address status to be upgraded to Comprehensive Coverage during your posting. Note the allotment while in Canada is $4.00 Cdn for Level III coverage.

. This plan is administered by Mondial Assistance (formely World Access Canada) while at your OUTCAN posting (which normally had been Sun Life when posted in Canada).
Dependants are strongly encouraged to clarify their medical entitlement and reimbursement for all non-emergent health care services by checking with Mondial Assistance prior to any commitment if not clearly defined within the PSHCP. This will ensure you are fully aware of your financial reimbursement prior to receiving the services.
The “basic rule” on an OUTCAN posting for health care entitlements is that you are fully reimbursed under the PSHCP for services that would normally have been covered under the Ontario Health Insurance Plan (OHIP). The PSHCP is based upon the OHIP Schedule of Benefits.
Should you find that you are not fully reimbursed for any health care service, you may contact the HS Admin O Admin to verify if that particular non-reimbursable service can be claimed under any other existing military regulation. Note that in no case will the yearly deductible and co-insurance (20% of prescriptive medication) fees be reimbursable; as such costs would have been incurred if in Canada.
