1. The Construction Engineering Section is located in building B-9 in Niederheid. Its role is to co-ordinate and oversee:

a) the custody and periodic maintenance of infrastructure and leased properties for CFSU(E) and its detachments throughout Europe;

b) the negotiation of utilities, municipal services and cleaning contracts IAW the requirements of existing Memorandum of Understanding (MOUs);

c) the management and payment of all utilities and heating costs for personnel under the provisions of the Military Foreign Service Regulations;

d) the calculation of estimates for minor projects and oversight and approval of work performed by contractors; and

e) assistance to members during the APS with the installation and hook up of washers/dryers and light fixtures.

Maintenance and Minor Construction


1. All buildings on the Selfkant-Kaserne are owned by the Deutsche Bundeswehr (Ministry of Defence). CFSU(E) occupies four of those buildings, specifically:

a) A-16 CFSU(E) Headquarters and Administrative Offices;

b) B-9 Housing support, CE and Supply;

c) B-11, the Terry Fox Halle housing PSP, Health Promotion, the Regional Civilian Personnel Office, DMFS(E), the Non-Public Human Resources Office, Daycare and the gymnasium; and

d) B-14 Operations, Postal, Dental and Medical Clinics.
As such, CE is responsible to provide periodic maintenance and regular repair to those buildings IAW the standards of StOV (Standortverwaltung) Aachen in exchange for the cost of rent. This includes the provision of utilities, municipal services and cleaning.

2. CE also manages all minor construction projects for buildings and/or offices at other NATO locations supported by CFSU(E), has responsibility for engineering design and estimates for all undertakings and works with contractors and staff at each locale to determine requirements, draft plans, negotiate price, staff and oversee the completion of project work. Minor projects are identified within the Business Plan submissions annually. Upon approval of the BP, CE assigns the required resources and opens a project file. Costs are managed by the CE Budget Manager, who commits the project value within FMAS and effect payment and reconciliation of all costs.

Utility Payments under MFSR

The CE accounts section has been delegated the authority to manage and pay all utility related billings under the Military Foreign Service Regulations for personnel posted to Germany. Utilities include heating fuel, electricity, water and garbage pick up. Wherever possible, bulk contracts are used to obtain the best value for money. Twice annually, the CE Section canvases the entire population for bulk home heating fuel delivery. Members identify the required amount and the delivery date is set. Fuel slips are signed and passed to CE accounts for reconciliation and payment. On out years, departing members must arrange for a top up of heating fuel to fulfill the terms of individual lease agreements.

Washers, Dryers, Refrigerators and Light Fixtures

North American standard appliances are not compatible with the voltage used in European homes. Personnel in GK-Niederheid-Brunssum-Ramstein-Heidelberg are therefore provided with a washer, dryer, refrigerator and a certain number of light fixtures. Although furnished through Supply, CE is responsible for the installation. Arriving members are to co-ordinate hook up dates with CE work reception. Appliances and fixtures will be returned to supply when members are subsequently posted back to Canada or other locations.
