The Sergeant in charge of the Transport & Licensing Office performs the following duties:

  1. Ensures a good management of the military vehicle fleet in Europe.
  2. Applies any adjustments regarding MSE Establishment in Europe.
  3. Investigates all accidents in which a DND military or rented vehicle is involved.
  4. Offers support and assistance to any Canadian units travelling by bus in Germany.
  5. Issues DND 404 driving permits to Canadians (military or civilian) in Germany.
  6. Looks after the rental of commercial vehicles in Germany.
  7. Pays bills for the rental of commercial vehicles by using FMAS.
  8. Inputs all data on military and rented vehicles into the FMS.
  9. Supervises customer services regarding licensing for civilian clientele.
  10. Is responsible for two drivers (GD) employed at the Selfkant.

Fleet management

  1. The Sergeant in charge of the Transport & Licensing Office is responsible for implementing the directives for the vehicles fleet in Europe.  He advises the CFSU(E) Commander in setting the standards and requirements for the vehicle fleet and acts on behalf of the Commanding Officer for the provision and supervision of services of the vehicle fleet.  He also provides technical advice to the Logistics Officer regarding policies and directives for the vehicles.
  2. He is also responsible for a small fleet of military vehicles.  These vehicles are to be used to support operations in Europe.  Vehicles may be used for an indeterminate period or a single day.  The Sergeant in charge of the Transport & Licensing Office may require the services of a commercial rental company to increase the vehicle fleet in order to meet the transport requirements of the units in Germany.  All expenses associated to these rentals are then considered to be the responsibility of the requesting unit.  All details regarding the responsibilities when operating or using support equipment can be found in VCDS EO 25-12 and must be read regarding this paragraph.

Transport request

  1. To facilitate a transport request, a DND 645 must be completed and sent to the person in charge of the Transport and Licensing Office at CFSU(E).  Information required on the form are:
  2. Applicant’s name
  3. Applicant’s phone number
  4. Date and time of the task
  5. Type of vehicle
  6. Number of passengers
  7. Financial code
  8. A short description of the mission. 

Afterwards, the person in charge of the Transport & Licensing Office will communicate with the applicant and provide information on the type of vehicle (military or rented) that will be allocated.  Furthermore, he will make sure to provide all necessary documents to complete the mission.

He will also provide information on the pick-up and return procedures.

NOTE: When an applicant is using a rented car for operations (while on duty), this vehicle is considered as a military vehicle (Ref A-LM-158-005/AG-001, chapter 4, para. 42 and the same rules as those for military vehicles apply.  
For example: if the applicant is driving on Europe highways, he must not drive faster than 100 km per hour.  (Ref A-LM-158-005/ AG-001, chapter 3, para. b).
