Canadian employees working as Locally Engaged Employees in Europe are paid via direct pay deposit to either a Canadian or European bank account. For this purpose, a Direct Transfer of Funds Form must be filled out.
Employees are required to complete the Defence Wide Area Network (DWAN) Account Application to obtain access to the Intranet.
The Personnel Questionnaire provides information to enable the employer to obtain an Enhanced Reliability/ Security Clearance. This type of clearance is required for the majority of positions and is necessary for the creation of a DWAN account.
Employees must complete the TD1 Tax form if they receive a salary, wages, commissions, pensions, or insurance benefits. This form is required if an employee requests a change in the amount of tax deducted from each pay period.
The Emergency Notification form provides the employer with contact information on who to notify in case of an emergency. It must be signed by the employee and by an authorized official as a witness.
The Military Police Check gives military police consent to search police records for criminal convictions/charges or sexual offences on individuals. This is mandatory for persons who will be employed with children or vulnerable persons.
Attendance and Leave Administration
Regular employees are required to indicate all days absent on their Attendance Form (i.e. Public Holidays, Annual Leave etc.). The completed form needs to be signed by the employee and his/her supervisor. If the employee has been in attendance for the complete month, a signed blank form must be submitted. Please forward your Attendance Form to the RCPO no later than the first Friday of each month following.
OVERTIME: The standard hours of work in Germany are 7.7 per day or 38.5 per week. In the rest of Europe the standard hours are 7.5 per day and 37.5 per week. Therefore, overtime does not apply until those hours are exceeded.
Irregular employees are required to indicate all hours worked on their Attendance Form. Please submit your Attendance Register to the RCPO no later than the 2nd working day of the month following. Hours of arrival and departure for each day worked in the month must be indicated. This form requires signatures by the employee and supervisor.
Leave Applications are required for any type of absence from work, not including statutory holidays and must include the authorizing signatures as well as correlate with the attendance register submitted for that month.
Termination of Employment
When terminating employment, employees are required to complete and submit a Notification of Separation Form as early as possible but not later than 30 days prior to the last working day to ensure a timely completion of a Record of Employment and submission of last pay.
In addition, the Out Routine Form must be completed.

INJURY – ON – DUTY
Locally Engaged Employees
- Worker’s compensation for occupational injuries is an employee’s right, not a privilege.
- It is the responsibility of the employee to notify his/her supervisor of a work-related accident immediately.
- The employer and employee must complete and process forms for compensation purposes containing a description of the accident and his/her own comments.

Employee (FORM 6)
- The signed form is to be submitted in duplicate to the Civilian Personnel Office within three days of the accident for submission to the compensation authority.
- Completed forms must not be sent directly to the worker’s compensation authority. Claims are recorded and reviewed by the civilian personnel office to ensure accuracy and completeness before forwarding to the appropriate workers compensation authority in Canada.
Learning and Development
WORKSHOPS
There are three workshops offered by the RCPO(E) as follows:
PROCEDURES FOR STAFFING LOCALLY ENGAGED EMPLOYEE POSITIONS IN EUROPE - 1 day
This workshop is offered in the spring, in the Geilenkirchen area, prior to the major staffing season. It can be given, upon request, at any time, with any number of participants.
The workshop provides an overview of the methods for determining qualifications and developing assessment methods for selecting employees as well as providing some information about the specific procedures used for Locally Engaged Employees.
WORKSHOP FOR SUPERVISORS OF CIVILIAN LOCALLY ENGAGED EMPLOYEES - 1/2 day
This workshop is offered in the fall, in the Geilenkirchen area, once the newly posted-in supervisors are in place. It can be given, upon request, at any time, with any number of participants.
The workshop provides supervisors, who are new to supervision or new to supervising Locally Engaged Employees, with information about: their status, brief descriptions of the staffing and classification systems and the terms and conditions of their employment, which include details about interpretation of benefits, grievances, discipline procedures, harassment, training and assessing performance.
INTERVIEWING WITH THE PUBLIC SERVICE - 2 hours
This workshop is aimed at persons who are looking for employment, as well as current employees and military members who may be looking for employment when they return to Canada. It can be given, upon request, at any time, with any number of participants.
The workshop provides information on how to prepare for a Public Service competition process, what types of employment are available in the local area and how to apply.
