Traffic: materiel, Household Goods and POMVS

1. The Traffic Section is located on the 2nd floor building A-16. Its role is to:

a) monitor and ensure that the packing, loading and unloading of HG&E shipments are performed in accordance with the contract specifications through Household Goods & Effects Quality Control Inspections (QCI);

b) monitor Service Flight bookings and provide flight reception services for both scheduled and non-scheduled flights as required;

2. Traffic is responsible to co-ordinate the movement of HG&E for all military members and their families including school teachers. Personnel posted to Embassy positions are not managed by this office. The Traffic Section provides contract management with regard to all phases of a move including: pre-move surveys, packing, loading, unloading, unpacking, assistance to members initiating claims and producing of the appropriate customs documents.

3. The Traffic Section will only action approved relocation plans once personnel have had their relocation consultations with CFIRP agents or with the administrative cells when the move is for a teacher. CFIRP or the responsible cell is the authority to initiate bookings with traffic.

4. With the assistance of the Traffic Technicians in Daws Hill (UK), the Traffic Section co-ordinates and provides standard Air Movement Assistance (AMU) to incoming/outgoing scheduled and unscheduled service flights to and from Europe.

5. With respect to the movement of HG&E, the Traffic Section monitors the quality of the services provided by contracted movers in the performance of their duties. Movement contracts for Europe are negotiated nationally by DGRMC/DMCSS5-3 in Ottawa. The Quality Control Inspector (QCI) is hired annually to assist during the APS. He/she is trained by the Traffic Section and goes on site at the member’s residence to inspect and oversee the contractor’s work. The QCI inspects both incoming and outgoing shipments and prepares a report for each inspection.

6. The Traffic Section manages all approved POMV shipments for military members, their dependents and school teachers.

7. Vehicles shipped from Europe undergo an environmental inspection prior to acceptance by the carrier for shipment. Stringent conditions of cleanliness are enforced to meet the norms of Agriculture Canada and to ensure that the vehicle can be adequately inspected for exterior damages, interior condition and mechanical roadworthiness.

8. Contracts, the required customs forms and shipping documents are prepared by the Traffic Section.
