Certificates of licence and driving privileges
1. All personnel posted to Germany, who fall under the administrative jurisdiction of CFSU(E), and qualified dependants thereof, are entitled to complete testing for and receive a Certificate of Licence. A certificate of licence will only be issued to an individual who possesses a valid/current Canadian Provincial Drivers Licence.
2. Eligible persons will be provided with a Fahren Lernen booklet. The booklet details rules, traffic and road signs, regulated speeds and other information unique to driving in Germany. The booklet provides the basis for a written test that must be passed in order to obtain a certificate of licence. A minimum of 25 correct answers are required to obtain a pass. A failure may be retested after 24 hours has elapsed.
3. Upon successful completion of the test, an individual certificate of licence will be produced to include all limitations currently identified on the provincial licence. Multiple classes of vehicles (i.e. motorcycle) are to be carried forward. CFSU(E) does not provide road testing nor driver training. Driver training is available from private firms to test for a German Licence.
4. A copy of the provincial licence will be placed on file with the application. An expiry date of 5 years hence applied to the certificate and a fee of €10.00 levied. All members are required to sign a consent form recognising immediate suspension in the case of impaired driving. It is an individual’s responsibility to maintain a current provincial drivers licence through duration of tour.
5. A student may operate a MOFA (-49cc speeds do not exceed 25KM/H) at a minimum age of 15 in Germany only. A MOPED (+50cc speed exceeds 50KM/H) may be operated at the age of 16.
6. The minimum age to obtain a CFE Certificate of Licence is 16. Eligibility governed by possession of valid/current Canadian provincial licence.

along with one passport size photograph and the CFE Certificate of Licence. The fee is €13.80. International licences will only be issued to drivers over the age of 18 years. The period of validity is 3 years.
8. Personnel who are stationed at other locations in Europe may be issued with a CFE Certificate of Licences to facilitate re-entry into the Canadian provincial systems, i.e. personal Canadian provincial permit has expired during tour. The certificate will be issued with a 90 days expiry date.
Entitlement & Application of Standing Orders for the British Army in Germany
Canadian Forces personnel and their dependents who have registered motor vehicles with CFSU(E), may purchase BFG Fuel Coupons based on an authorized monthly allowance. This allowance is established IAW the Standing Orders for British Army in Germany and does not mirror the stated monthly motor fuel entitlement as detailed on your CFSU(E) Registration Certificate, 7530 014 02095 (REV 82). The 800 liter entitlement allows for the purchase of coupons from a variety of sources including NATEX and AAFES.
Fuel coupons may be drawn in the current month and may be compiled for a three month period in arrears. Specifically you may not advance purchase. Should you have not purchased coupons for the previous two months, your ration plus the current month may be purchased at one time. (3 x Ration) Registration for one day provides for a monthly entitlement. De-registration eliminates ration entitlement.
For ease of accounting, the Ration will be averaged on the high end. The British Forces ration is calculated on engine capacity. The high end of that scale has been applied in determining monthly ration. This serves to encompass the fact that our personnel reside at various distances from the worksite and nearest shopping facilities.

Fuel coupons may not be purchased for private vehicles that are not registered with CFSU(E).
Fuel coupons will not be issued without presentation of your Registration/Ration Card.
Fuel coupons may not be resold – nor used to replenish an unauthorized vehicle.
The improper use of fuel coupons will result in the withdrawal of privileges and could result in disciplinary action.
Coupons are valid for a two year period from 1 Apr to 31 Mar. If not used before 31 March in the year of validity changes, they may be exchanged through the sale point until the 30th of April that year. After that period, no exchange will be possible. New coupons will have to be purchased:

Traffic Infractions:
DEMERIT POINT SYSTEM ADMINISTRATION
1. The CFSU(E) Licencing and Registration System includes provision for the oversight and management of Traffic Offences in Germany. The Demerit Point System has been developed to enforce compliance with traffic regulations and to harmonize our administrative actions and fines with those of the German Traffic system. The Licencing Officer is responsible for the administration of all aspects of the demerit point system.
2. Certain infractions cannot be handled through the CFSU(E) system. German traffic offences involving fines higher than €50.00 must be addressed individually. The Canadian offender must pay the fine and all administrative fees. If the punishment includes a suspension of driving privileges for Germany, the Licencing Officer must comply and enforce that suspension.
3. The regulations governing the Demerit Point System, the Table of Offences and revocation/cancellation policies are amplified in DCDS EO 25-10. Your attention is directed to that order for further amplification.
Vehicle Registration/Inspection:
1. All personnel posted to Germany, who fall under the jurisdiction of CFSU(E) for administrative purpose, qualified dependants thereof and specific civilian positions are entitled to register vehicles with the CFSU(E) Licencing Office.
2. Eligibility to register does not constitute eligibility to purchase British Forces Gas Coupons or other subsidized coupons. Specific sites by virtue of Post Index factors will have registration documents annotated to exclude this privilege. Post identification is available at the Licencing Office.
3. Eligible persons must present to the Licencing Clerk;
a) a CFE Certificate of Licence;
b) proof of ownership;
c) a valid insurance policy including double white documents and vehicle green policy; and
d) as and when required, a certificate of satisfactory vehicle inspection (TUV).
NOTE: The TUV Certificate need not accompany the initial registration however, the inspection must be completed and the certificate delivered to the Licencing office within 14 days.
4.The Licencing Clerk will assist in the completion of an application for vehicle registration (form 7530 0145 02066). The form is to be dated, signed and quote the applicable kilowatts power versus horsepower. A copy of the double sided white insurance card, the green vehicle insurance policy, coupled with the proof of ownership, will be retained on file by the Licencing clerk.
5. A registration/ration card (form 7530-0145-02095) will be completed denoting the vehicle particulars, and date of expiry. Expiry dates will be based on the inspection requirements according to the age of the vehicle and birth date of registered owner. The registration card will also denote whether or not, according to post location in Germany, the registrant is authorized to purchase tax-exempt motor fuel coupons. Should entitlement not exist, the card will be stamped and entitlement set to zero.
6. The registrant will be issued a Canadian Decal, plates and safety stickers punched with the expiry date. Plates must be mounted on both the front and rear of vehicles in Germany.
7. The registrant must pay the prescribed fee in accordance with Annex A. The Licencing Clerk will complete a Financial Receipt, DND 508, to record the transaction.
8. A trailer or caravan may be registered. These vehicles must also pass a safety inspection (TUV). A special “T” series of plates will be used and the motor fuel entitlement will automatically be set at zero.
NOTE: When a vehicle is purchased from a German or Dutch National, the vehicle must first be DE-REGISTERED from the respective motor vehicle system. In Germany, the original Fahrzuegbrief must be obtained by the purchaser once the vehicle has been officially deregistered from the German Registry. This document is required for subsequent registration at CFSU(E).
9. De-registration - There are several reasons to effect the de-registration of vehicles. The most common are:
a) shipping back to Canada or to a new post;
b) sale of the vehicle;
c) scrap a vehicle following accident; or
d) lapse of insurance or TUV.
10. In the case of shipment, the plates are to remain on the vehicle and the member must retain his/her registration card. A copy of the shipping contract is to be presented to the CFSU(E) Licencing clerk who will then complete a de-registration form to forward to the insurance agent/company to cancel the current policy. Failure to do so may result in continued billing.
11. When a vehicle is to be given up for sale or scrap, the owner must complete a sales contract regardless of price. An ANTRAG form, must be completed and this along with all applicable paperwork is to be presented to the German Customs Office, Zollamt Heinsberg, or the nearest German Customs Office (Ramstein/Heidelberg). Customs will complete the transaction and determine what and if any customs or tax fees are to be levied. Accident and insurance reports are needed should the vehicle not be available for sighting at the Customs Office.
NOTE: An Antrag form is not required for sale from an entitled person to an entitled person but is requisite upon sale from an entitled person to a German or Dutch National.
12. The licence plates and registration form are to be surrendered to the Licencing Clerk. Should the transaction be to effect the sale from an entitled member to another, the plates will remain with the vehicle and a new registration form completed. Under no circumstances are the licence plates or registration to be turned over to a foreign national.
13. Members are cautioned that the sale of a vehicle on which Duty has never been paid on the local economy may result in Tax or Duty charges being levied to either the buyer or seller.
14. The CFSU(E) Licencing Clerk shall cause the de-registration of any vehicle when informed by an insurance agent or company that insurance premiums have lapsed or when a member fails to provide proof of successful TUV inspection. Members will be contacted and given the opportunity to effect payment and/or provide a current TUV certificate. Failure to do so will result in a recall of the plates and registration.
