Formation Europe Internet Website Publishing Guidelines
In every CF unit, organization or location in Europe, Internet Liaison Officers (ILO) are your points of contact for coordinating with the Formation Europe Webmaster all requests to add, remove or change contents on the Formation Europe Website (www.europe.forces.gc.ca). You must go through your ILO for such requests as the ILO will make sure that the change that you want effected on the Website is applicable and that the submission meets bilingual and federal Website publishing regulations. The Formation Europe Webmaster will not process any request to add, remove or change contents on the Website unless the request has been reviewed and approved by your ILO and unless the submission has been properly translated.

PS: PLEASE MAKE SURE THAT THE DOCUMENTS YOU FORWARD TO THE WEBMASTER FOR PUBLISHING ARE APPROVED AS IS, OTHERWISE ANOTHER 5 WORKING DAYS FOR PUBLISHING COULD BE APPLIED IF NEW MODIFICATIONS ARE NEEDED OR NEW DOCUMENTS NEED TO BE RESUBMITTED.

(3) Generic e-mail addresses should be used instead of personal e-mail addresses. PROCEDURES (FOR MODIFYING CONTENT ON THE INTERNET WEBSITE):
1. PUBLISHING NEW OR UPDATING EXISTING CONTENT

The Formation Europe Webmaster will not process any request to add, remove or change contents on the Website unless the request has been reviewed and approved by your ILO and unless the submission has been properly translated.
a) Find out who is your ILO: (please contact the Formation Europe Webmaster to receive the latest list of ILOs). Contact your appropriate Internet Liaison Officer (ILO).
b) The ILO will review the content change submission with you. The ILO will make sure that your request to add, remove or change content on the Website is applicable to the Formation Europe Website and that your submission is accurate and appropriately translated. Note: You should not request Website content modifications that would not pass the “CO’s” test.
c) New documents or changes submitted for publishing on the Formation Europe Website must be translated. It is your responsibility (in cooperation with your ILO) to have your submissions translated before sending them to the Formation Europe Webmaster.

d) Once you have received your translated document from the Translation Office, complete the following form: Request to modify the contents of the Formation Europe Website (SHAPE-0001 (2008-06)
e) The ILO shall review your completed form (Request to modify the contents of the Formation Europe Website) and shall approve it before forwarding it to the Formation Europe Webmaster by e-mail.
f) The Formation Europe Webmaster will provide the ILO with editorial and/or layout advice as appropriate and will implement the modification(s).
g) The Formation Europe Webmaster will provide the ILO with a link to the development server or with an image of the affected pages for final approval purposes.
h) The Formation Europe Webmaster will publish the content modification(s) to the “live” server and will send the ILO an e-mail advising him / her that the modified pages are available to the public. The ILO should inform you when the process is completed.
i) In general, please allow five (5) working days for submitted modification(s) to take effect “live” on the Formation Europe Website. By exception only, as deemed applicable by the NMR PAO, it may be possible to publish modification(s) on the Website in less than five days.
PROCEDURES (FOR DELETING CONTENT ON THE INTERNET WEBSITE):
2. DELETING EXISTING CONTENT
a) Find out who is your ILO: (please contact the Formation Europe Webmaster to receive the latest list of ILOs). Contact your appropriate Internet Liaison Officer (ILO).
b) Complete the following form: Request to modify the contents of the Formation Europe Website (SHAPE-0001 (2008-06)
c) The ILO shall review your completed form (Request to modify the contents of the Formation Europe Website) and shall approve it before forwarding it to the Formation Europe Webmaster by e-mail.
d) In general, please allow five (5) working days for submitted modification(s) to take effect “live” on the Formation Europe Website. By exception only, as deemed applicable by the NMR PAO, it may be possible to publish modification(s) on the Website in less than five days.
PROCEDURES (FOR UPDATING EVENTS CALENDARS OR JOB COMPETITION POSTERS):
3. DAILY/WEEKLY UPDATES
In every CF unit, organization or location in Europe, appropriate OPIs are responsible for providing the Formation Europe Webmaster (on a daily or weekly basis) with updated information (Calendar of events, RCPO job competitions or CFN requirements) for routine publishing on the Formation Europe Website.
a) Publishing of Calendar of events / updates: If you are the Calendar of events’ OPI for your organization or location and would like to have event(s) added to the Calendar of events published on the Formation Europe Website, you are requested to forward the proper information (covering the “what, when, where, why and how” aspects) by email in both official languages to the Formation Europe Webmaster.
b) Additional information or links can also be added to an event heading if necessary. In general, updated calendar of events shall be sent by email to the Formation Europe Webmaster once a month. Calendars of events that are not provided in bilingual format will not be published. Please allow 1-2 working days for publishing.
c) Publishing of NPF and RCPO Job Competition Posters: If you are an OPI for NPF or RCPO HR job competitions and would like to publish a new job opportunity on the Formation Europe website, you must complete the job competition poster in both official languages using the following Word templates:

d) These templates have been designed to meet the Common Look and Feel (CLF) 2.0 / Treasury Board of Canada Secretariat Web publishing standards. Note that these Word Templates are only accessible on the Internet (and not from the DIN) because of the DWAN firewall. If the Word templates that you are seeking are not available to you, please e-mail the Formation Europe Webmaster for assistance.
e) Please forward the completed templates (in both official languages) to the Formation Europe Webmaster when they are ready for publishing. *When you complete the Job Competition Poster templates, please do not insert any tables and/or underlined items (Bold is OK). Font size does not matter. Note that only the Job Competition Posters submitted in the proper templates will be published. Please allow 1-2 working days for publishing.
f) Job Competition Posters must be translated and are to be forwarded to the Formation Europe Webmaster by the NPF or RCPO HR OPI only.
GENERAL INFORMATION ABOUT THE FORMATION EUROPE WEBSITE:
WHO IS RESPONSIBLE FOR THE FORMATION EUROPE WEBSITE?
The SHAPE NMR Public Affairs Officer is responsible for the Formation Europe Website, published under the authority of the SHAPE NMR at SHAPE. The site is administered by a Webmaster who works under the supervision of the SHAPE NMR Public Affairs Officer. WHAT IS THE FORMATION EUROPE WEBSITE?
a) The Formation Europe Website is the primary external communications platform on the Internet for the Canadian Forces personnel, civilian employees and their families stationed in Europe. It is considered an official DND / CF Website and is accessible to the general public on the Internet through the following domain name: www.europe.forces.gc.ca.
WHAT IS THE ROLE OF AN INTERNET LIAISON OFFICER (ILO)?
a) An Internet Liaison Officer (ILO) is designated as a person responsible for coordinating with the Formation Europe Webmaster all requests to add, remove or change contents on the Formation Europe Website (www.europe.forces.gc.ca). There is an ILO in every CF unit, organization or location in Europe. As such, the ILO shall ensure that the contents of the Internet pages that they are responsible for is accurate and proper for publishing on the Formation Europe Website. The ILO is the primary contact for the Formation Europe Webmaster.
b) Only the ILO can request the Formation Europe Webmaster to publish or modify information on the Formation Europe Website. You must go through your ILO for such requests as the ILO will make sure that the change that you want effected on the Website is applicable and that the submission meets bilingual and federal Website publishing regulations. The Formation Europe Webmaster will not process any request to add, remove or change contents on the Website unless the request has been reviewed and approved by your ILO and unless the submission has been properly translated.
c) All the information that you want published on the Formation Europe Website shall first be approved by the ILO. Note: You should not request Website content modifications that would not pass the “CO’s” test.
d) The ILO is also responsible for the Security aspects related to the information shared on the Formation Europe Website. The information published on the Internet shall be in accordance to proper Canadian Laws, DND and Treasury Board of Canada Secretariat Directives and Operating procedures.
e) The ILO shall contact the Formation Europe Webmaster for any clarifications regarding Common Look and Feel (CLF) 2.0 / Treasury Board of Canada Secretariat Web publishing standards as appropriate.
FORMATION EUROPE WEBSITE STRUCTURE (compliant with CLF 2.0):
Common Menu Bar: The Common Menu Bar must point to the main national DND//CF Website’s pages. This cannot be modified.
Home Page: The Home page on the Common Menu Bar must point to the main DND / CF Website. A link (“bread crumb”) to the Formation Europe “parent” VCDS organization Website can be found at the top left-hand corner of the Formation Europe Website under the Language option of the Common Menu Bar. The “Formation Europe Home” link at the top of the left-hand menu will take you home to the Welcome Page of the Formation Europe Website. This cannot be modified.
Left-Hand Menu: This menu offers various navigation options that are common to all Formation Europe users wherever they may be located. As such this menu does not change.
Right-Hand Menu: This menu may change depending of the location that you choose to browse when accessing the Formation Europe Website.
Forms: Only official forms may be published on the Formation Europe Website. If there is a requirement to create a new form, your respective ILO shall discuss this requirement with the Formation Europe Webmaster who shall contact Forms Management in Ottawa to verify if a form addressing the new requirement already exists or to ask permission to design a new form, as appropriate. Note that all forms published on the Formation Europe Website shall be revised on a yearly basis to ensure that they are relevant and official.
